Yes, you can change your Dental plan at Open Enrollment WITH NO LIMITATIONS.

Will I be penalized if I apply for Dental as a Late Enrollee?

You will have a 12 month waiting period for Basic and Major services. You can use the Preventive Services for you and your family.
